KOKOMO, Ind. - Manuel W. "Bill" Skaggs, 74, formerly of Sikeston, Mo., died at 7:50 p.m. Nov. 17, 2003, at Windsor Estates Healthcare.

Born Oct. 18, 1929, in Biloxi, Miss., son of the late Manuel Lee and Sadie Walker Skaggs, he owned and operated a Shell service station in Miner, Mo., for many years and had been employed at the New Dawn State School in Sikeston before retiring. A 1948 graduate of Diehlstadt (Mo.) High School, he was a U.S. Air Force veteran of the Korean War. He was a member of American Legion Post 114 in Sikeston and VFW Post 1152 .

Survivors include: one son and daughter-in-law, Wayne and Beth Skaggs of Stone Mountain, Ga.; one daughter and son-in-law, Brenda and George Brewer of South Bend; one sister, Peggy Elleman of Kokomo; and five grandchildren.

Visitation is from noon Thursday until service time at 1 p.m. at the Ellers Mortuary Main Street Chapel in Kokomo.

VFW Posts 1152 and 8035 will conduct graveside military rites at the Galveston Cemetery.
