MINER - Alderman Dianne Conn's absence and Alderman Donald Holman's tenacity again kept an agreement on Miner City Hall financing off the city board's completed agenda. After routine approval of bills and minutes at Tuesday's regular meeting of the Miner Board of Aldermen, Mayor Bill James raised the controversial issue.
