CARUTHERSVILLE -- An investigation continues into a assault involving the Caruthersville chief of police, his brother and a truck driver.

At 6:18 p.m. Tuesday the Pemiscot County 911 received a call from Caruthersville Chief of Police Chris Riggs, who was off-duty, stating he was assaulted and needed assistance, When officers arrived at the scene, according to a news release from the Pemiscot County Sheriff's Department, they broke up a fight and arrested Donnie Lee Porter, 48, of Columbus, Ohio, on a charge of third-degree assault.

Porter was treated at the scene by medical staff from the Pemiscot County Ambulance Service and transported to the Pemiscot County Justice Center. At the Center, Porter complained of being dizzy and was transported to the Pemiscot County Hospital then to the Elvis Presley Trauma Center in Memphis.

Riggs told officers the incident began as he was turning onto Route U from Route D to attend a birthday party at his parents' home. Riggs stated as he turned onto Route U, he noticed a tractor-trailer truck coming behind him flashing its bright lights on and off. After Riggs had stopped to turn into the driveway, the truck pulled behind Riggs' vehicle and the driver got out.

According to the report, Riggs exited his vehicle and met the driver and words were exchanged. Riggs described the driver, later identified as Porter, as having road rage and stated Porter struck him in the jaw with his fist. Riggs then identified himself as an officer and called for help.

Riggs' brother observed the actions from the porch of their father's home, came to assist and the fight ensued.

Pemiscot Count Sheriff Tommy Greenwell, whose office is investigating the incident, said the reports on the incident will be forwarded to Pemiscot County Prosecuting Attorney Mike Hazel.
