Corps lowers floodfight level

MEMPHIS, Tenn. -- With falling Ohio and Mississippi River levels, the Memphis District, U.S. Army Corps of Engineers lowered their floodfight activation level to Phase I in the Cairo, Ill., Missouri Bootheel and Reelfoot-Obion, Tenn., areas on Wednesday.
