SIKESTON - Sometime you understand a decision from both sides. R.D. James does.

As a member of the Mississippi River Commission, James was involved in the decision for the Corps of Engineers to operated the Birds Point-New Madrid floodway. As a New Madrid County landowner who has watched the floodwaters cover his own farmland, he can relate to the farmers' concerns as the water now pours over their lands.

He described viewing the actions taken by the Corps with mixed emotions.

"Right now I'm concentrating on this as a member of the Mississippi River Commission," said James. He said he was pleased the breaching of the levees has gone as planned and the river level is dropping at Cairo, Ill.
