According to Scott County Sheriff Rick Walter, Kevin F. Sparks, 36, has been charged with 10 counts of endangering the welfare of a child in the first degree with bond set at $10,000.
Melissa Sparks, 40, was also charged with 10 counts of endangering the welfare of a child in the first degree and an additional two counts of child abuse. Her bond is set at $50,000.
Upon arrival at the home, deputies made contact with two children, ages 10 and 13, that were alone outside the residence. During the investigation it was reported that during the last six months the two children were locked out of their home for periods of time up to six hours a day while the parents were at work. This reportedly occurred at least 20 times since the children have been out of school.
The children were left outside with no food, water only from an outside faucet and no restroom facilities. It was reported that when the children were permitted to eat, they were often given oatmeal sometimes up to three times per day.
It was also reported that the parents recently started leaving a key to the residence outside in case the children needed to get out of the weather but the children did not use the key because they were afraid of what would happen to them if they did.
Walter said one of the children had marks on the lower back and legs which appeared to be from abusive incidents.
Both children have been removed from the home and placed with a relative.
Melissa and Kevin Sparks both posted bond and are set to appear in court on July 7. Walter expects additional charges to be filed against the couple.
