SIKESTON - It sounded like a good idea - laws to regulate cable rates and save consumers' money. But the Cable Consumer Protection Act of 1992 is a nightmare for cable companies, said Falcon Telecable Regional Manager Larry Spangler. For some consumers, the legislation that was supposed to save them money simply won't. Even worse, local cable viewers will likely lose access to network channels after Oct. 6. The 1992 Cable Act allows network affiliates to demand a retransmission consent fee from cable companies carrying their signals. KFVS, WSIL and WPSD all want to be compensated. "This is crazy," said Spangler, whose employer serves 700 communities cross the country. "It is just going to be an absolute zoo."
